Inspiration Catalogue with Policy Measures to Improve the Use of Existing Buildings

Together with Nordic authorities and stakeholders from the construction sector in the Nordic region, an inspiration catalogue has been developed featuring more than 30 policy measures and case examples to improve the use of the existing building stock. The catalogue has been prepared as part of the Circularity Work Package in the Nordic Sustainable Construction programme.

The catalogue highlights how policy measures across the Nordic region can support better use of the existing building stock and reduce unnecessary demolition. It builds on the hierarchy of resource‑efficient construction, emphasising that the most sustainable solution is to utilise, maintain, renovate and transform what already exists.

A statement from Dan Jørgensen, EU Commissioner for Energy and Housing, underlines this need by pointing to the growing housing demand and the importance of bringing inefficient and vacant buildings back into use.

The catalogue presents five strategic action areas:

  1. Mapping the Existing Building Stock
  2. Prioritising Maintenance and Efficient Use
  3. Driving Renovation Instead of Demolition
  4. Enabling Changed Use Efficiently
  5. Renovation for the Future

Together, these action areas offer inspiration for how e.g. authorities and policymakers can strengthen circular practices and make better use of the buildings we already have.
